How it decides

16 factors, each computed from a source you can open, summed and capped at 100. The band decides the action: a pull request at 0 to 30, an issue at 31 to 60, a hold at 61 to 100, and at most 10 actions in one run.

The model reads the release notes and explains what breaks in your code. It never moves the number, holds no GitHub tool, and cannot reach the part that writes.
